You don’t have to be stationary to draw a charge. Can ya’all just think for two goddamn seconds about what it would be mean if that were true? You literally couldn’t play defense, because offensive players could just take one step to the side to force their defender to move and then bull rush them and any contact would be a blocking foul every fucking time.
