There is no universal problem-solving technique.

Is it a problem with a machine, a person, a system made of several or both? Or is it a problem with one’s self?

Is it a positive problem? Something happening too much?
Is it a negative problem? Something not happening enough?

The closest you can get to universal advice is: Try something different, see how that changes things, then repeat. But even that might be a bad idea in a few situations.
