Andrew Robinson has on many occasions said that he played him as “omnisexual,” and that he definitely had a thing for Bashir. As for his interest in Ziyal: it’s obvious that he was lonely being the only Cardassian on the station and appreciated her company.
Regardless of his sexuality, the chemistry between him and Ziyal seemed one sided. He clearly cared for Ziyal, but I always read it as him entertaining her more than genuine romantic feelings on his part.
Took me a second. But I think Garak is bi or pansexual, not gay. I think he legitimately liked Ziyal.
I always got the impression that his only motivations for hanging out with her were having another Cardassian to talk to and pissing off Dukat.

And it was a good thing too, given he was the last creepy Cardassian on the station.
He did like her, but IMO like a brother loves his sister, not romantically or sexually.
