I thought there were controls in health care, like license boards for doctors, nurses, and facilities. What do the insurance companies for these facilities think? (Are there not dozens of lawsuits?) (Sadly, money talks louder than empathy.)

The insurance companies are making bank and medical malpractice suits are impossibly difficult.
