One of the more quirky historical “bad teams owning other bad teams” of the past is the 93-94 Dallas Mavericks. They went 5-1 against Minnesota, 2-2 against Sacramento, but only had 6 wins against the rest of the NBA and only 3 against the rest of the Western Conference.

At one point in the season, Dallas was 2-39…and both wins were against Minnesota. One of those wins was a 16 pt thumping at Minnesota (I remember being at that game) early in the season.

Minnesota provided Dallas with its 1st, 2nd, 4th, 5th, and 13th wins of that season. Sacramento provided the 3rd and 9th.
