I’ve been burned from this before so I want to make sure that if I bought a FW13 with a USB-C module that I could connect this to my USB-C monitor hub and then the connected FW port will handle charging, display signal out, and peripheral up/downstream? Realistically I’ll be connecting just KVM to this single port but it being able to supply power to the laptop at the same time would be really nice.

I expect to be connecting other devices to their own dedicated USB ports (Arduino for example)

    Yep!

There are popular monitors out there (like the Gigabyte M27Q) with KVM features and a USB-C port that skimps on the PD (Power Delivery). The M27Q only delivers 18W. Some computers won’t negotiate below a certain wattage, but the Framework is flexible about it. When using low-wattage sources it’s possible the battery will drain faster than it charges during use. I would recommend 45 watts or more for a FW13.
