I tried looking up where exactly the solar panel is, but all I could find is “the face has integrated solar panel.” Does all of its face have solar panels?

Yeah, if you look up “paint on dial” on this sub you’ll see posts of custom painted watches. A lot of them are pretty cool.
If you paint it, it will no longer get enough light.
It depends what you mean by paint.
If you would only get some small droplets of colorful paint on it like this and not cover too much of the dial you might get away with it but in theory anything that obstructs the light reaching the solar panel would reduce the charging speed and capability of the watch.
Also the indices on that dial are so good, I wouldn’t mess around with those at all, getting paint on them would only make them worse.
