As a Canadian, would it be cheaper to buy a luxury watch 5k~ CAD in Portugal vs locally?

i.e. VAT refund?

I plan to not claim it when coming back to Canada.

      That would require me to travel to Oregon specifically to buy a watch. I am going to portugal on vacation so wondering if it would be overall cheaper than buying locally in Canada
