    So, his orders only ever apply to federal government agencies, or can be enforced by military under certain conditions. Is this a blatant misappropriation of funds, is the coal plant going to be run by the military, or is this a big can of nothing?

      It’s done via the Defense Production Act,which is supposed to be used to mandate the production of materiel for national defense.
