    All you need to do is go to a dealership of one of the 15 participating automakers.

    A few years ago I had been looking for a new car and a rebate was announced for replacing a gas guzzler with a more efficient vehicle. Once the rebate came into effect the dealers raised the selling price of cars by the rebate amount.

    This will end up being mostly a dealer handout with little benefit to buyers.
