Kei trucks were designed for use in dense Japanese cities, which is why they also work in European cities. They are nimble but have a low top speed. You’re not going 70 mph around a street corner for instance.
It would work in places like NYC for the same reasons, but remember that most of the USA is suburban or rural. You need vehicles that are capable of going fast if you’re going to get on a highway.
A possible workaround is to have a separate class for these, like mopeds or scooters, which are road legal but are not highway legal.

Does Hamas exist in a vacuum? No. Does that justify kidnapping hundreds of civilians? No. Does that justify the murder of thousands? Also no.
Bombers don’t necessarily have to come with bombs. They could be used to dump water for example on a forest fire. The bombs are extra.

Times have also changed. The information available on our fingertips is showing that things are not as black and white as they seem. Back during the world wars, mass propaganda convinced us to go fight for imperialist reasons (remember, we did not go to war with Nazis over their treatment of the Jews).
It’s a lot harder to convince a populace to go to war when it’s not clear the opponent is entirely in the wrong.
