Cádiz has a phenomenal climate and isn’t incredibly expensive. Perhaps a bit lacking on parks.
Not sure what your definition of “super cold” is, but pretty much anywhere in the northern won’t be too hot. Will be rainy. Perhaps Asturias?
Zaragoza is probably a good fit. Gets hot but the humidity isn’t like in the phils. I don’t think it’s as expensive as barcelona ans madrid.
Málaga could work as it’s quite touristy, but it is a bit more expensive than some of the other options and gets hot. Parks are definitely a bit lacking as well, but the beach and nearby mountains are great.
Honestly, I think you will be fine with whatever you choose. Much of Spain gets hot, but I don’t think its like the phils.
Why would they be worth more?
