Most watches put the small seconds at 6 o’clock for symmetry but in that case just putting “small seconds” in a google search will spam you with examples.

For something that has off center small seconds the first thing that jumps to mind is any Vostok with the 2415.12 movement. But you will probably pay more taxes than the watch is worth and well … Russia.

Looks like an oil slick

My most expensive watch is 700 and was a gift from my then fiancée for our wedding. On average 250-300 is also the price point that I am comfortable with but to put things in perspective in Belgium where I live a Seiko 5 cement is 300+ new from a local shop.

I think that you need to keep in mind that many of the online sources discussing watches and may people posting here are basically looking at them as jewelry with a focus on mechanical watches. It’s one of the few pieces of bling a guy is “allowed” to wear with ease and therefore people tend to splurge on them and/or show off.
