Finland has bunkers against Russia and they are well prepared. Maybe Ukraine could get help from the EU to build new things underground where hits by Russian drones and missiles would just be hitting the ground?

It does help. It’s one of the reasons the US is having such trouble with Iran. They spent 40 years putting important facilities 40+ feet underground. Which everyone knew before hand… Except Rump 🙄
