My hunch in this case would be to leave the niche communities and instances as they are, and consolidate the rest to lemmy.zip (most active users).

I think no one wants to have anything to do with Tesla nowadays…
With that said, I’m toying with the idea of adding some aggregation system to Fediverser where the community mods can choose to automatically cross-post content from the Fediverse (not just Lemmy/Mbin posts, but also posts from Mastodon with certain tags), and the communities on the topic-specific instances could become this hub for consolidation anyway.
