I am an LSU fan and during Burrow’s college days I noticed that on a lot of deep balls Joe will under throw his receivers and Chase and JJ were almost always able to track back and make the catch. I assumed that Joe didn’t have the consistent arm strength.
When he came to the NFL I was a little worried about this being taken advantage by the higher caliber of DB’s in the league. But it has continued to work and he can pinpoint dimes on deep balls as well so it has to be a tactical decision based on coverages and how the DB’s are playing his receivers.
I only watch LSU/Saints and now Bengals games aside from sporadic highlights. I don’t remember Drew Brees doing this, do any other top level QB’s strategically under throw their receivers like Burrow does?

As somebody who watched Torrey Smith and Joe Flacco the answer is yes.
Sometimes I think they are just bad throws. Like this past game against the Bills he had Chase open for a TD but it was underthrown. He did hurt his finger right before so maybe that was the reason, but in years past if he ever has a bad throw it is usually a deep one.

There’s usually a zone where the receiver is supposed to be when 30+ yards down the field. Qbs don’t intentionally underthrow deep passes.
A lot of QBs do. Aj Brown has made some great catches on under thrown balls
Yeah a lot of people here are mentioning drawing DPI which is definitely true, but there are cases where the QBs intentionally underthrow it to let the WR come back for it and try to shake the DB in the process
