If I understand right. An 20 year (was he 20 or less?) old was with a 16-17 year old? I dont think thats a huge deal. They might just be 3 years apart.
Here in the USA a 20 year-old should not be interacting with 16-17 year old especially for a new relationship. There would more wiggle-room if say they had met while he was in HS.
