I thought up a few snarky comments but then decided to watch this full video. In this one you can’t see the driver speed away like in the full original clip. So, at least from other clips, no this doesn’t look like an accident at all because the driver immediately speeds away. Since this video only shows the freeze frame of impact, it might look a bit more like an accident.
I saw the other clip above this one in my feed. Don’t have a link though, sorry.
The driver doesn’t even slow down, they speed up instantly when she’s hit.

The driving away thing could be explained by the very large, potentially hostile crowd nearby.
Also, some people here just cannot handle different opinions from theirs. I’m disappointed, but not surprised by the reaction.
Yes yes the very large hostile crowd of like 6 people milling about. I too would be scared shitless by this murderous mob.
