Why export concentrate when we could refine and export products?
Serious answer? Refinement creates a lot of waste and we have environmental laws that make it less profitable than shipping it somewhere that is okay with polluting their people.
Like ordering delivery during a heat wave. Just shoving the risk onto someone else.
