Portugal’s caretaker government plans to expel some 18,000 foreigners living in the country without authorization, a minister said Saturday in the buildup to a national election.

Portugal has been caught up in the rising European tide of populism, with its far-right Chega party surging into third place in last year’s election.

You have some confusion between citizenship and nationality. I didn’t say they are granted nationality, I was talking about having full rights to live here and access to public health services, parenting benefits and nearly free university studies.

The confusion is yours: citizenship and nationality are equivalent terms. You might be thinking of residency status, which gives you the right to live and access to all of the welfare system, but does not make you a citizen, so you don’t have the right, e.g., to vote for national elections nor gives you a Portuguese passport.
