      Oddly, not as obviously as you think. One cornerstone of how the government was set up was that the feds could exert pressure on the states via financial means.
      So at least that part fits. Now the question of can the president do this vs congress… well similar situation. Congress has the power of the purse, but the president has the freedom to do just about anything he wants with congress being able to impeach and remove him. Since congress hasn’t done that, they basically have given indirect approval to the president to do this. It’s clearly a system that did not anticipate the kind of people who are now politicians. It needs to be replaced.
